Noodgers are small pieces of thick paper (like cardstock), used in helping you fix little mistakes with the glue and glitter, especially in fine line details. Say you are glittering some letters or trying to glitter within a small space and you accidentally go outside the lines. With the glitter on the still wet glue, you can use the Noodger to "nudge" the glitter and glue back into place to make sure you have a nice clean line. Or you can use the Noodger to remove a small bit of glitter that maybe didn't need to go there. It's a handy little mistake-fixer but works best before the glue has fully dried.
